That's about the fifth description of what they want in 2 days.

Tomorrow it'll be something different again.

Some of us know what they really want, because we wrote responses to the 2007/08 consultation with AGD.  If they don't get the full list in the first attempt, they'll settle for a "compromise" then come back a year later with the same argument all over again.
