[AusNOG] Discussion point: Why aren't the NBNCo tails symmetric in speed?

I have never worked with NBNCo services other than turning up circuits on
top of other players layer 2, but I'd imagine it would have something to do
with a business decision regarding the optimization of optical spectrum and
TDMA timeslot allocation versus the traffic profiles of "average" users,
accounting for growth patterns over (x) time.

I hope someone in the know can prove me wrong - I am genuinely interested
as to what process was applied here :)
