No, we are in this position because IPv4 provides 4 billion addresses and there are more than 4 billion devices.

It seems to me that your answer to the "more Internet users than Internet" problem is to use policy to make Internet growth expensive and difficult, and use CGNs to make the user experience terrible.

My answer is to get over it and move to IPv6.

I'll repeat my earlier question: do you believe APNIC has been incompetent at implementing policy, by handing out address to people who do not comply with the requirements?
