The exhaustion of IPv4 address space counts as a massive barrier
to entry for any industry or organization which requires portable
IPv4 address space.

I don't see why it's a bad thing to minimize that pain to the extent
possible.

The last /8 has enough /22's for 16384 new allocations.  Anyone 
with enough cash to be an APNIC member has been able to take a /22
from that pool ever since the "last /8" policy came into effect.
The only thing that has changed now is that the amount of money
has decreased.

If APNIC gets 16000-odd new members at A$1750 each, that's $28m
in additional annual revenue.  Buy up, Geoff deserves that Ferrari.
