[AusNOG] Packet Loss on PIPE Ethernet service's in Melbourne

AAPT don't use any PIPE active circuits for backhaul so I doubt the issues
are related. I'm not aware of any issues within the AAPT network, but if
anyone's seeing widespread loss email me the details off list and I'll have
a look.
