Not all the time.
I believe at some exchanges there are still ADSL1 DSLAMs vs ADSL2 DSLAMs.
I'm sure that since ADSL2+ DSLAMS started rolling out, that any new or
replacement DSLAMs would be ADSL2+ compatible, but I doubt they have
replaced every DLSAM in the country.
It is a common occurrence in certain areas to barely get a chance to
order ADSL2. Nothing you can really do about it in the short term, we
generally do the initial connection on ADSL1 (OPEN1), and submit a speed
change to OPEN2 after it is active, which usually gets put on hold
rather than rejected, and essentially puts you in a queue for the next
available ports.
