Actually, Australia kind of is the problem - we've got ~48M IPv4 addresses and India has ~35M IPv4 addresses with somewhat different populations. Only China, Japan, Korea have more IPv4 space in the APNIC region than Australia does. We've got it because of historic reasons - we had bigger take up earlier, not because we actually need it.
