Maybe you need to brush up on APNIC (and ARIN) policies around transfers of resource
allocations between entities. Its all fairly recent (within the last few years), I've
had to do a bit of reading up over the past few months as well.

a good place to start.

In short - APNIC allows you to transfer your 'rights to use' something to another
APNIC member.

What compensation or inducement you might ask for in exchange for your agreement to
transfer away the allocation is between you and the recipient.

"ARIN policy now allows organizations that need IPv4 addresses to acquire them from
organizations with unused IPv4 addresses. ARIN still encourages organizations with
surplus IPv4 address space to return that to ARIN for use by the broader community.

space to an organization in need that is willing to compensate for cost associated
with renumbering out of that surplus IPv4 address space. While the financial details
of these transfers are outside ARIN’s purview, both specified transfer parties must
meet certain requirement for the specified transfer to be recognized under current
