Some people.  Most wont know or notice. And Telstra will be able to DPI 
enough traffic to squeeze their peak utilization down to save probably 
quite a bit of money.

As stated before, DPI is an arms race.  Some users (most likely those 
that would notice something going on) will likely be ahead of the curve. 
  The majority will be behind it.

Thats an interesting cost benefit analysis right there.
