Optus charges $20/month additional for a DOCSIS 3.0 modem with a
higher link speeed to be provisioned [1].  If I was paying that
extra $20/month I would expect to faster downloads even if the
traffic is flowing over congested links controlled by Optus.
Otherwise it is just a con.
