Actually, most residential premises also have two pair lead-ins as well.
The capacity shortfall would be in the CAN. Increased demand for pairs in
the distribution cables, pillar CCPs, cabinet CCPs, mains cables and
exchange MDFs could lead to a very costly exercise.
