[AusNOG] Q about time zones especially UTC

We had extensive discussions about time zone management at IETF, ICANN
and ISOC last year and this when the time zone database was migrated
over to IANA.

FWIW I live in AEDT right now. While EDT is acceptable, AEDT leads to
less confusion.  But I don't expect your average punter to understand
the differences when I tell them the time with a time zone reference.
