The brand name says it all in this case...

You know when dodo used to buy all their bandwidth from (then) Comindico and were basically an endpoint ISP, they could not do much damage...but now.....

I think you should have to prove you have the technical capability to connect as a carrier with multiple peering and transit, otherwise you remain an endpoint ISP....
