Analogue to digital switchover was done by government mandate, 
with all the players using licensed spectrum.  The only reason
the broadcasters did it is because the licenses on their 
analogue spectrum were being revoked.

If not for that, it'd never have happened.  Broadcasters had
no desire to invalidate their investment in analogue broadcasting
equipment, or to force an upgrade mandate on their viewers.

ASNs aren't licensed by Governments, and nobody is forcing recovery
of IPv4 resources.
