As much as I dislike speedtest.net and the terrible and highly subjective results it returns (and thus the incredible waste of technologist time in support/explanations)...
It really depends on what you're trying to test/prove.
- want to prove your access line is meeting expectations? Then your ISP's speedtest mirror is the place to go
- want to prove your actual purchased transit capacity is meeting expectations? Then you go to speedtest servers near and far from you, understanding that servers far away might not give good results due to both congestion/suboptimal routes *and* TCP goodput.
Like all "measurements" they're only as good as the developer, operator, and interpreter of the result.
