Not a license issue. If it was, you wouldn't even be able to enable FCoE as
licenses are enforced.

TAC should be able to help you, thats what they are for.  Escalate it if
they aren't doing anything meaningful, there's still some clueful
escalation folks left in the nexus team.

My guess: look into the WWNs of the CNAs, i wonder if there are some
overlapping ids or enable debugging on flogi and whatever the issue is may
become more apparent.
Oh, and curse whoever told you this was 'simple.'
