It's a good question that suggests other questions:
Where does the boundary lie between a service and carriage? Particularly
for data communications, the point of demarcation can get very blurry.
Is a request for access to a carriage service to be treated the same as
other communications for the purposes of interception legislation?
When an enterprise intercepts DTMF (for VOIP or LCR), are they breaking the
law? If not why not?
