It's a good question that suggests other questions:<br><br><br>Where does the boundary lie between a service and carriage? Particularly for data communications, the point of demarcation can get very blurry.<br><br>Is a request for access to a carriage service to be treated the same as other communications for the purposes of interception legislation?<br>
