I'm fairly familiar with the theory and practice of air-conditioning. I
think your provided figures are missing a lot of factors that don't scale
linearly with load- such as coolant pumping.

I understand that you can get *very* close to linearly scaling
capacity/efficiency. But so many factors work against you, and as Mark said
you end up burning a lot of effort on improving/modularising the system for
what amounts to 5% of its lifespan.

Have you got examples of any DC (not just an air-conditioner) that ran at a
better (or even the same) PUE when it was half full?
