Given that the battery backup only backs up the analog PSTN ports, and not the
ethernet data ports, it is likely to be the RSP using the PSTN port that gets the alarm.
If two separate RSPs are each using one of the PSTN ports, then toss a coin.

If however the end-user is getting their telephony service through a separate ATA, or
ethernet-connected IP handset, then the data ports will go dark in the event of a
power failure regardless of whether there is a working battery or not, taking the
telephone service with it, so its a bit of a moot point.

Alarms and battery replacement responsibility is an aspect that is still TBA, as far
as I know.
