[AusNOG] Public information on POTS outages

Hi there.

An acquaintance at a web services company is trying to do some automated
reporting of telephony outages resulting from the flooding affecting both
coasts of Australia.

It's easy to find machine-readable outage advisories for broadband services
by screen-scraping ISP service status pages, but it's somewhat harder to
find PSTN outage info, other than the usual service disruption messages
in the newspaper.

Does anyone have a link to machine-readable PSTN outage info?  Doesn't need
to be RSS, can be plain english as long as a parser can pick out exchange
names it should be good enough.
