Actually MMC - don't worry about the reply.  It's just not worth it.  I suppose James succinctly captured my thoughts on this and that the CVC "bit-tax" is simply counterproductive particularly at the levels that are being introduced.  I simply can't see NBN Co. agreeing to voluntarily reduce it, particularly if the take up rates prove optimistic.  Because if it doesn't hit the bond rate, then this whole "investment" becomes a budget item and blows a massive hole in same.

If it takes a 1% flood levy to raise $1.5B, how much for $36B? :)
