You can look at it from the other angle - content providers can keep
existing v4 content on v4 and deploy new on v6, but need to encourage
access operators to provide either v6 to the customer or some mechanism to
access v6 content in lieu of it.

The pressure may come from consumers wanting access to v6 content (either
out of necessity or perceived need) before content providers become
completely exhausted.

Ideally it will happen in tandem and there will be enough incentives for
access providers to get on board before ipv4 becomes an artificially
inflated commodity.
