Correct - and that the advent of the NBN offers an opportunity to a) do things right for their own sake, and b) set an example which hopefully will be emulated elsewhere.

The larger point is that the primary function of government is to ensure a reasonable modicum of security and stability; if government are getting into the broadband business, there is both a moral and a practical political imperative to do so in that arena, just as in the physical world.
