That's more or less how it works in Singapore. The NBN rollout here is
pretty high profile (even taxi drivers often talk to me about it), and
OpenNet (the netco) promotes the fact they're coming to a neighborhood
well in advance - letter drops, billboard type things, etc.
When they are doing the initial build, you get the drop cable to the
door and X meters of lead-in cable to your selected location for
internal ONTs free. If you choose *not* to do it during their initial
build, you will need to pay when it does get installed - typically this
should be cheap but it can depend on the complexity of the penetration.
A pub nearby me has a small OFDF outside the door that was installed
during the initial build, but there was no penetration of their building
as they didn't take up the offer.
The ONT will not be installed because that's owned by Nucleus Connect
(the opco). That is installed when the first service is ordered by an RSP.
Obviously slightly different here since the NetCo and OpCo are separate
companies.
