No, that would be the correct analogy for your computer stopping you from
accessing the Internet without AV software. Current versions of Windows
already have the equivalent of the beeping "seatbelt" warning most cars
have, in the form of up a pop-up that warns you if you don't have AV, and
that you should.
The equivalent to what is being discussed here is if the ROAD was to stop
you driving on it if your seat-belt isn't fastened. And the idea makes
about as much sense as that analogy too...
