Guarantee.  Not just a "silver bullet," but an actual guarantee.  Gee
I bet 2010 Stephen Conroy wishes 2007 Stephen Conroy was in charge of
making this shit work, because 2007 Stephen Conroy seemed pretty sure
of himself and 2010 Stephen Conroy doesn't seem to have any idea.

At the time that that interview was happening, incidentally, the Government's
actual written policy, as approved by shadow caucus in 2006 and not modified
since, looked like this:
