Thanks for the interesting discussion. I hope these comments help 
answer your questions.

Is APNIC data Private? 
As p8x quoted APNIC has a privacy statement that says that some
information is publicly registered. See information below: 

"Some of the personal information you provide may be publicly registered
in the APNIC Whois Database. This is limited to contact details relating
to the allocation of specific public Internet resources."

Can people publish WHOIS data? 
There is information listed on our APNIC Whois Database Acceptable Use 
Agreement. 

"Except for Internet operational purposes approved by APNIC, no part of
the APNIC whois data may be reproduced, stored in a retrieval system, or
transmitted, in any form or by any means, electronic, mechanical,
recording, or otherwise, without prior permission of APNIC on behalf of
the copyright holders. Any use of this material to target advertising or
similar activities is explicitly forbidden and will be prosecuted. APNIC
requests to be notified of any such activities or suspicions thereof. 

The APNIC whois data may not be passed on in bulk to any other person or
organization unless approved by APNIC."

In other words you must ask APNIC for permission to publish the 
information other than for Internet operational purposes.

In terms of invalid contact details in the APNIC Whois Database, you
can submit details using the invalid contact report form and we will
