Which is stupid because the government does it every day - I'd suggest doing google searches on "childrens services underfunded" and look for the ones about Child Protection Services not being given the funding.
I'd also suggest that AFP don't get enough money to crack down on actual abuse.
This isn't about protecting children. To do that you'd have to, well, actually protect them from abuse (eg http://www.brisbanetimes.com.au/queensland/mother-pleads-guilty-to-horrific-abuse-of-baby-boy-20100708-101lv.html (don't read if you're sensitive, I know as a Dad I just skimmed because it made me sick) which the government doesn't actually want to fund.
It wants to put a price on failure of $44.5million. It will protect kids by, well, doing sweet-f'all.
