It's been a while since I've (bothered to) run a Mailman list, but
modifying either the welcome message or the confirmation message
shouldn't be difficult.  You're right, inserting a little spiel into the
confirmation to the effect of "by confirming your subscription you agree
to abide by the list charter" with either a copy of said charter or a
link to it would be better.

It's less about reading it than it is about making sure the information
is readily available from the outset; so no one can say they weren't
aware of it.  Besides, it's not like it's so onerous that people won't
be warned on their first transgression.
