IANAL either, but yes you're right.
Just because you write it into a contract, it doesn't make it legal. Whats happening now amounts to at minimum a DOS attack.
The "I'm only doing what my employer/government/Führer told me to" AFAIK only goes so far. You personally can be held accountable for your actions.
At the end of the day, don't do anything you personally aren't happy with in the line of your job, no matter what your job is or who you work for.
I just hope this gets resolved quickly.
