While that's true, the Government has also committed to doing nothing
until the State A-G's have finished a review of RC, expected to take 12
months from their next meeting, which will be in November.
So it's unlikely that Labor will be ready with new legislation until the
new Senate is in place.
Most likely outcome from the Territory Senate elections is to continue
the status quo, with the exception of one ACT Senate seat which is
on a knife-edge between Lib and Green (and which therefore won't make
a lot of difference to this issue, because both parties have committed to
block it)
