There was some press about this last week but here's more detail on the
Indian commitment to IPv6. Courtesy of our friends in New Zealand.

The Indian Department of Telecommunications has " ordered " all
Internet service providers and telecommunications providers to be
IPv6-compliant by Dec 2011 , and all government agencies and
public-sector companies will need to switch by March 2012.
Comment
India is taking IPV6 seriously ie adopting a command and control
approach . The roadmap published last month is weighty document (
100+ pages )
Some key points
* The roadmap estimates the need for at least 350,000 IPv6 trained
personnel within the next few years.
* Establishment of an Indian IPv6 Centre for Innovation
* Development of the IPv6 standards and specifications for the
country based on the IPv6 Ready Logo Standards and specifications and
our country's local requirements. The
final set of specifications thus prepared shall be followed by all
service providers
and concerned industries for deploying their IPv6 equipments in the country
to
meet out the Conformance, Interoperability and other requirements.
*Enabling legislation for mandatory certification - The government
shall mandate
IPv6 certification of products so that vendors and purchasers supply
and deploy only
IPv6 compliant products. Such a government mandate can greatly
incentivize vendors
to support IPv6 and obtain such certification in their products.
*IPV6 enabling applications that are highlighted in the roadmap
- Logistics and Supply Chain in Indian Railways
- Intelligent Transport System
- Rural Emergency Health Care
- Smartgrids for Power Distribution

National IPv6 Deployment Roadmap
The Policy Document "National IPv6 Deployment Roadmap" was released
by Thiru A.Raja, Hon'ble MOC&IT, Government of India, in a function
on 20th July 2010 in Electronics Niketan, CGO Complex, New Delhi.
Shri Sachin Pilot, Hon'ble MOS(C&IT), Government of India also graced
the occasion. The function marked the completion of one year of
activities on IPv6 entrusted to TEC by the Telecom Commission. TEC
had conducted various workshops and seminars throughout the country
during 2009-10 and based upon the inputs from them the "National IPv6
Deployment Roadmap" a policy document for transition from IPv4 to
IPv6 in India was prepared and approved by the Government for
implementation by different stakeholders specially Central and state
government departments and Telecom Service providers.
