Ouch. Sounds like a nasty case of backhoe attenuation.

Then again maybe not - the arcing you would get if you opened a feeder
leg without a recloser to take them all cold simultaneously would not
be pretty (especially if it's HVDC feed).

These feeder lines aren't exactly thin/poorly signposted (you would
have to think to yourself: "damn that's a thick root")
