Correct.  It's most likely to be the ACMA list plus about 1300  
proprietary
URLs obtained from a PC filtering package.

A post by Whirlpool user Tom Joad was deleted last night, which
detailed a step-by-step procedure for extracting a list called
Websites_ACMA.txt from one of the software packages distributed by
the ACMA until the end of last year.

Several other Whirlpool users duplicated his procedure for the purpose
of verification.
