Maybe also because a lot of users who have 1gig of data are only using 2-300mb. Now they will be pushing close to that 1gig with their laptops?

What would they be preserving?  The iPhone handset is just another bit
of CPE a customer can use to access their network, right?  Why would
they care?

I think they're charging for it because they can.  No great mystery there.

Perhaps they think most users are too unsophisticated to do it themselves.
If that's the case, there's probably an opening for some third party to start a
business which advertises tethering for Optus customers for $8 per month.
