I've understood bilateral peering was usually driven by roughly equal
exchanged traffic rates, not so much purely reachable IP addresses or AS
interconnectedness. Or, more broadly, an equal exchange of value between
each of the peers (financial, reachability etc.)
So if AAPT are refusing to peer with Vocus, it would seem that AAPT
don't think they'd be receiving approximately equal value for what
they'd be providing.

A hat could be a bit dry, I'd recommend some chocolate sauce and may be
