Hey Macca.

Sure, someone might announce their /18 as a pair of /19's for better  
geographic delivery of traffic (i.e deliver the Syd traffic to Syd not  
Mel etc).  No problems with that.  But, deaggregating any allocation  
down to /25's or worse is just routing table abuse and should be  
reported to your local authorities  :-)
