They evidently don't plan on having much, if any, industry consultation at this point.
Your objective by pointing out the more manifestly absurd things they might ask for is
to sow sufficient doubt in their minds that they start to think they might need to
have some more consultation in case what they have come up with is as crap as everyone
is telling them, and is unenforceable by a court, and they hear that from sufficient
people.
Even the most rabid politician doesn't want the embarrassing news headlines if a court
throws out the first test-case.

It might not have any effect whatsoever - but its more productive than only posting here!
Pick up the phone and call them - if the switchboard is clogged, that sends a message.
