Put yourself into the position of a small ISP in an emerging economy, perhaps a South Pacific island somewhere that's in the process of getting connected to a recycled submarine cable.

Those of us in the developed economies have already gobbled up almost all of the IPv4 space. Then, from our privileged position, we make the remaining bits too expensive to acquire. 1024 addresses might be enough to keep a tiny provider going for a few years, or might provide bootstrap capacity to underpin an IPv6 deployment, but we price it out of the market?

Doesn't sound very fair to me.
