Why do we need to be cautious of of the IPv4 allocations left though?  
Anyone in the industry knew when things would dry up and would have 
increased their allocations to cope years ago.

What entities are left now that don't have an IPv4 allocation and 
critically need them?

Not sure APIC needed to discount the prices this late in the stage 
though, that's the odd bit out of it all!
