[AusNOG] NBN Zone: Telstra Provisioning Service Blackout

Morning guys,

I have an interesting situation.
We have a client which is moving into a new premises, which is
categorised as NBN Zone. 
* They are literally moving to the building next door, and want to
migrate their services next door.
* NBN co. advise that nothing starts for 3 years.
* Telstra advise that they will not provide services due to the premises
being within an NBN zone.

Services required include Fibre, SIP connections, etc etc.
For a 3 year contract, I find it odd that Telstra would refuse but there
is likely to be machinations behind the scenes.
