Poor choice of words on my part - I probably should have used "IT decision
makers"  - apologies to the offended clueful!

I don't think it's the IT staff;  For the most party they seem clueful.
But they're hamstrung by resources, like any other Government department.
And the IT staff who keep these things running aren't necessarily the same
people who design them in the first place.
