I need some help tracking down some random packet loss.

Details:

Ping a single IP in 103.252.57.0/24 (I will provide) every 1 second for <24hrs - https://www.pingplotter.com free trial works great on Windows
 *
Must transit via 133130.syd.equinix.com/45.127.173.97 so I assume peering with Equinix. Probably in Equinix SY4
 *
Not on AS38220
