[AusNOG] Kalgoorlie Outage

Hi Mitch,

Power has been out in Kalgoorlie since 10pm last night
Outages (westernpower.com.au) <https://www.westernpower.com.au/outages/>

Telstra also has a module failure in the exchange (unrelated to power)
which may be impacting some services.
