[AusNOG] Tamworth Outage

Pretty sure once they moved away from having to do the USO thing on POTS
lines they stopped bothering with batteries (and in many cases gensets).

We lost Telstra 4G (which being in rural Tas pretty much means nobody had
phone service at all) here for several days earlier this year because there
was significant damage to the power distribution network after a storm,
meanwhile the co-located Optus 4G infrastructure didn't miss a beat and NBN
had a genset out to the local FW tower within 24 hours...
