Alastair and Joseph,
Thank you both for your input.. having taken both approaches and confirming that no traffic outbound is being blocked, it seems Optus are blocking the connections as part of their “We don’t support VPNs” policy – no doubt this is to protect their international roaming revenue (our corporate traffic egresses via Google Cloud so looks like/is a VPN of sorts).

Appreciate the assistance all the same. As I cant get a sensible answer from Optus themselves I’ll advise our affected employees to move carriers. Telstra Wifi calling works a treat!

Hi Alex,

WiFi Calling establishes an IPSec tunnel back to the mobile network, using a destination hostname based on the mobile country code and mobile network code under the 3gppnetwork.org<http://3gppnetwork.org> domain.

So permitting UDP 500 and 4500, and IP Protocol 50 (if possible) should cover it, in addition to making sure resolution within the above domain is permitted.
