[AusNOG] Microsoft connectivity issue

I took it to mean "oops we accidentally made a routing change that put
far too much traffic on a link that couldn't handle it, leading to
packet loss". ie. the "limits" that were hit were either throughput
limits of a(n) interface(s) somewhere, or a policer.
