Brad,
Yep, a real problem if they're your sole provider. The OP did say however that
he was looking at recontracting with existing providers (plural), so my main
point is as follows;
When managed correctly as part of the correct mix of providers, HE or cogent
can provide cost savings and improved international routes, at the expense of
the occasional manual traffic engineering hacks to work around lack of GoF
connectivity.
