You can't use pings or Traceroute as a reliable source of troubleshooting.
Microsoft disable public access on all public facing networking equipment  now a days.
So even if its online you still can't ping it.
If its only laytency affecting one or two networks its up to the network opperator and Microsoft to sort out.
If you want better results get your customers to buy Azure Express Route, this gives you private connectivity.
